Java Web/ Web Application Development Base Requirements

I am new to Java based website and web application development, would like to develop new web application using Java and PL SQL but I'm not sure what are all the base requirements that I am required to kick start the development. If possible, can I have an example to simple welcome page powered by Java and PLSQL?? Any assistance in this regard will be greatly appreciated. Thank you

Hi,
I think all you have to is setup JAVA at your computer first. then learn the basics of the JAVA development.
