I want to design a registration form like the one on this website camcontacts.net/register.html. I saw that this page has 4 rank. But i need some advice on how can I create a improved registration form and what are the main obstacles in completing an online registration form and how can I know when I will design my registration form I will have the best solution?

Hmm! Why does this feel more like a link drop than a serious question?
What's the PR got to do with anything ?

Just to clarify what you want, you want just advise on how to make it look visually pleasing to to visitor, not asking how to make it work, what to ask for, what to do with the information when they submit it, etc?
From your original post:
"What are the obsticles?" Well this depends on your abilities. To many people, being able to program the server side as to what to do with the information, this would be an obsticle, to me, it is fun. You need to give more inforation, what experiance do you have, what do you think you can do.
"how can I know when I will design my registration form I will have the best solution?" You can know this by having a list of all your concerns about what the registration should do clearly stated before anything is done, especially if you are going to have someone else do it. Give lots of examples. (Preferable ones that do not take forever to load as yourexample did).
Judging from your example you gave, and how general your questions are, I am guess you are someone with limited design experience, and very limited, if any at all, programming experience.
To create the signup system to be perfect functionly and visually, you need:
As you can see, it is not a simple case of "how do i make a registration form that will be complete".
If this is for a real site, I would suggest finding someone to either work on it for you (may have to pay them). If this is just a learning experience, then take my list above and start working on each section, ask here in the appropriate areas for help on the different parts. This will help stay focused on the current task and get more poeple to help you becasue they know the specific part you are asking about.
Welcome to the forums, I hope you will find them very helpful in learning to make websites.

Thanks a lot Greg for your programming advice, it means a lot. I need also from the consumer behavior point of view (when somebody wants to complete the registration form) what are the main obstacles in completing one. What are the DOs and DO NOTs in a registration form? And how can I find that my final "registration form" is the best solution?

I would suggest, if you aren't very experienced with coding, to use something from http://hotscripts.com.
