Designing drives me nuts sometimes
I know 1 web page takes hours for me. It's kinda frustrating just sitting there for hours coming up with nothing. ...
Anyone ever feel that way? How long does it take you guys just to design 1 web page from scratch, no logo, no content, no nothing

Seconds or days - one or the other.
It's like any other creative field. Ideas and inspiriation come in trickles, spurts, floods, or not at all. Some days you're staring at an empty canvas, other days your wastebasket overflows with crap.

Inspiration is what you need, after a while you look at the world like an art gallery...Everything you look at turns into a possible design (obviously there is a difference between using other peoples ideas as inspiration for your own and blatant plagiarism - a distinction I believe I can make).

I don't bother trying to create something from nothing. No logo, no content? No bother, I wouldn't waste my time.

hmmm... I don't know about this. While having a predefined logo/corporate image typically makes the job easier, it can be a constraint at times.
Personally, I like having the opportunity to let the amateur graphic designer within me come out on occasion. A blank canvas and a colour wheel - start creatin'!

Even when starting from nothing, I will always get a logo done first, from that comes the colour scheme for the site plus the look and feel follows that. I agree with Liam that everything around you can influence you creatively.

Even the logo has to come from some concept though. Some concept of the ideas you need to communicate.

Try this for inspiration - now no one laugh.
Go sit on the throne (the loo) for a while (no books) and think of the company.
what does the company name make you feel?
if you makes you feel rich, then upperclass design and the colours of wealth and/or money among others
what does the product/service remind you of?
If its a playground make it fun, if its a box company think outside the box
are these two thoughts similar? if not keep thinking, if so go design along the ideas you have already and more will follow
does the product/service/company name sound like something else, ie - make boxs, fox box ...
Does the company/person have company colour - do you like it, if not discard
Now I'm trying to think of stuff but for some strange reason it will all come to you while there - hopefully
