Web Application Builder Software...

I am looking into building a database driven website. I already have the database made(access), now I need to make a website. The website is for people to signup and purchase an online service, and their info will be put into my database from an online form. Is there any software that will let me build this web application? I don't have the time to learn how to code it myself, and I really want to get this site up. How would I handle processing credit card payments with MY database? I know having stuff submitted to a databse wouldn't be too difficult, but how would I incorporate CC processing too? Any hints, tips and ideas would be greatly appreciated.
