Private Messaging: the Read Recept pop-up

Can we turn this off somehow? It's really annoying to be asked if you want a read receipt every time. I don't think it's really that important in most cases so I'd rather see it turned off by default and have some other way of turning it on. Can we do this?

The only time I'd use this is if I was PM'ing a member about a problem which actually doesn't happen too often.
