file upload with protection

I am currently looking for a simple script in which I will be able to upload txt files to a directory of my choice. I also need to have it so there is password protection so no one else will be able to upload any unwanted things. I am trying to stay away from .htaccess so any help would be appreciated. I tried cgi-resources but most of the stuff they have there is way too much for what I need.
