Making a server

I'm too lazy to search to see if this has been brought up, if it has, please link to it. Anyway...

I NEED a web server. I've been running one on my PC to develope and I'm going to loose my hair. I'm having access problems throught the network, and glitchy software (mySQL for win, PHP for PWS).

My system: 700MHz, 128MB RAM
webserver config1: Apache 1.3.12, PHP4, Perl5.x, mySQL
webserver config2: PWS(with ASP, duh), PHP(glitchy, just installed)

What I require from the new box...
I need to be able to have multiple poeple working on it at once.
I need to be able to connect with Visual InterDev (which requires FrontPage Server Extensions, or FPSE).
I need to be able to run PHP, Perl/CGI, SSI, and mySQL. (and I would like ASP and SQL Server 7)

This is for a home intranet, used for developement. I don't need a super server, but definitly one that runs faster than the PI 100MHz in the other room, lol.

So, how would you design this system?
