I have my server and everything setup with all the files working on http://localhost now how do I get that to transfer or whatever to percussionforum.com (my domain). I'm using apache2triad.

Yep, you have to have nameservers. The way DNS works is that a registar doesn't point to an IP address of a domain. If it did this, a large company like Microsoft would have hundreds of IP addresses listed at the registar. Whenever they wanted to change an IP address, they would have to have the change made at the registar and this would take several days to get done. It would also slow things down severely since every domain would have to be resolved at the registar. So to make things quicker and spread the load, a domain is pointed at a nameserver. If you have a host, then it would be your hosts nameservers. If you are using your computer out of your house, then you will need to get nameservers from someone like Dynamic DNS.
