Using Cookies

Okay, I am new to scripts so I have a question. I have never read any books or online courses about it so I'm hoping you guys could help.

Is there a way to use cookies in my site. For example, if a person has never opened a page on their computer it goes to a certain page with different links. Then when the click on a link every time they go to that link it brings them to the choice they chose. For a clearer example if you never viewed a page with a computer it shows one page. But then you click a link on that page and every time you click on that page again it brings you to the link you clicked. Clearly using the work "link" that many times can get confusing, but if anyone knows a scrip then please help.
