Secure login area question

Hello people,

I have been requested to build a website for a company who require a secure login area for clients.

The main criteria is that they will be wanting to vet the clients before hand so that they have a trusted system that not ust anyone can login if a password is misplaced/lost/stolen (I believe some clients will be the police and various other services that security is paramount)

Can anyone suggest any solutions or directions that will allow me to do this

Ok, first...you're going to need to pick a language. I would suggest PHP.

Second, you're going to need a secure certificate, that you can get from like GoDaddy

Then, you're going to need to use server-side encryption to encrypt the data for your database.

Is that a broad enough outline?
