Help with Centering a Container on an image

Hoping someone here can help me figure out why I cannot get a container in a very simple page to center on top the background image... (I am trying to learn about style sheets, so any help on this would be great... I'm reading sites about them, but have not yet found out how to fix this).

The test I am running is at http://www.jayjaynet.com/test

I would like the blue and white container to sit in the center (vertically) of the page. I want to dictate how far down from the top, but the left and right margin should always be equal no matter the width of the browser.

One thing to note is that the container is not visible at all in Firefox or Chrome. I'm not that good with CSS, but thought maybe that would help you debug it.
