Error message "A pop-up window was blocked" on IE 7

A number of links on my web sites use the "_blank" statement so that the linked page will appear on a second window in the browser. This statement works fine in Safari, Firefox and Opera, but not in IE 6 or IE 7 - at least not on my computer. I receive the message, "A pop-up window was blocked".

I checked the problem using IE 7 on a local library, and the second window popped up OK there, so I figured the problem was on my home PC.

Consequently, I upgraded to Windows XP Service Pack 3. I still received the error message, so I checked Tools/Internet Options/Security, Privacy and made sure every pop-up blocker was disabled. I disabled the pop-up blocker on the Google bar as well. There aren't any blockers on my anti-virus software.

I did a Google search on the error message, and also checked the Microsoft site, but received the standard solutions (the ones above).

Any other suggestions?
