Can't Register Expired Domain
I have been waiting a few weeks for a specific domain to expire, and now that it has, I still can't register it. It expired the thirty-first, and it's the first now. Why can't I register the domain??? It's making me really mad!

What TLD is it? Some registraras will hold back the domain for a set period even after the domain has expired...

As you can tell, some registrars may have a "grace" period after the domain is deleted giving the original owner a last chance to get his domain back. I would contact the registrar and ask them what their grace period is.
Be aware if the domain is a particuarly sought after name or very short, there is a high chance that it's being monitored by domain grabbing software so you will have to be quick!

Just back order the domain then once it is available, it will be registered under your name.

Thing is, I'm on a tight budget, and that's almost double what I'd pay normally. Plus, if she re-registers it during the grace period, then I just got screwed out of twenty bucks!

Thats the price you have to pay I'm afraid!
If you are really desperate for the domain I would pay it. The odds are that the owner isn't going to renew it now.
