Can anyone help me to make my site Southern Cross University more lively to people?

Why not try and get the banner redone (not changed) but make it animated. Have the stars from the left fly across to the right and then appear back on the left?

It will just add something eye catching for the user.

I think it will take lots of time to open a particular page in SCU for which I my loose many visitors

I agree with caffinephil. Make the logo/banner animated would be a great start. Part from that it is a very good site. Very easy to use. Well done!

The site is clean and neat. Easy to view and read and very easy to find what you offer instantly, without having to trawl through loads of content.
So in my opinion it might want a little colour or something, but not too much as you will spoil the ease of use.

So perhaps you want a more coloured design for all the categories, i.e. Future Students, New and re-enrolling students etc.

Some examples - not exact colours or layout you want, just to highlight what I mean

Same with this one, all the packages are in coloured areas, and make them stand out

It doesn't need to be animated or anything fancy. An example is this site:
http://www.comwebhosting.co.uk/
A simple border around each package even with a bit of shading, one line of text is coloured, in your case perhaps the category title, and it makes all the difference.

Hi I also agree with caffinephil. You can easily use logo to make the look more lively
