Dreamweaver, can you "group" images & layers?

I have noticed that on different computers, my new website looks different (gee imagine that). What bugs me the most is sometimes the layers I have on each page containing some navigational links are in a different place than where I placed them.

Is there a way so I can "stick" my layer to the gif that is behind it?
