This isn't the answer you are looking for, but I recommend you get a banner design company to create your banner for you (I personally recommend 20dollarbanners.com).
The reason I say this is that the level of quality you will receive from 20dollarbanners apposed to software is incomparable. You could use a programme like Fireworks or Photoshop (we've created a few with them in the past) but again I'd recommend using a banner design company.
I purchased another banner from them yesterday which cost me $33 for an editable 468 X 60 banner, not only is it cheap but it would cost us more in hours spent if we were to create it ourselves.
But if you do want to create it yourself you will get a better outcome from fireworks or Photoshop than you would from banner design soft.
