You shoudl be able to upload one in the control panel. You have to have I think 25 posts to get an avatar so you should have that option. It's under "Edit Options" in the control panel.
I had started upgrading the forums to vB 2.3.0, but stopped that project when vB3 seemed to be near release. At the moment, Jelsoft says that the vBulletin 3 Public Beta is "imminent". ...but they've been giving that impression for weeks now.
