Setting MySQL user permissions

Hey!
I have been having a mysql permission problem in my dedicated server, it seems like the database does not give the database user any permission for anything and I have got confirmed about it when I checked VBULLETIN's Test Script located at their official web site.
so isn't there anyway to let the database user have the permission other than using *shell access? I have been used to fix this problem in shared servers using CPANEL, however my dedicated server comes with PLESK 7, the databases corner in Plesk doesnt provide me to give permissions.

P.S: I tried to get help from my provider, it doesnt seem like they can help about it.
P.S2: I have been having alot of problems using PUTTY and other shell accessing problems, everyday a new error, so i give up using them.
P.S3: My dedicated server knowledge is very low! I would have installed CPANEL if i could get it and know how to install it.
