&lt;p&gt;There is no doubt that PS is better than Illustrator. Although it is a little difficult for us to learn PS well, it is the most comprehensive photo editing software I have never seen.&lt;/p&gt;

    <description> &lt;p&gt;Megan is right about the difference between Illustrator and Photoshop. If you want to play around with an image, photoshop is your program. If you&#039;re laying out a poster, then Illustrator is the way to go. One is for editing images, the other is for layout and vector graphics.&lt;br /&gt;
And from my experience, they are both a bit complicated but also extremely powerful!&lt;/p&gt;

    <description> &lt;p&gt;It depends on what you want to do. By &quot;picture&quot; do you mean a drawing or a photograph? Illustrator is for drawings, Photoshop is for photos. &lt;/p&gt;
&lt;p&gt;If you&#039;re still confused, try doing some research on Vector vs. Raster graphics. Illustrator is a vector drawing tool, while Photoshop is a photo editing tool (although it does include some vector tools as well).&lt;/p&gt;
&lt;p&gt;Then try experimenting with both. When I first started learning these two programs (14 years ago!) I found Photoshop easier to understand and use at first. Things have changed a lot since then, though, so you might have a different preference.&lt;/p&gt;
