Without knowing the site's specific needs, it's hard to say if WordPress would be a good fit or not. And obviously, any open source software is going to have security risks. However, in my personal experience, I've found that insecure WordPress set-ups typically fall into one or more of the following four categories:

1. Insecure plugins
2. WordPress isn't being kept up to date
3. Basic security measures were not taken
4. The actual web server was not secure

99% of the time I've run into WordPress being a resource hog, it was a poorly written plugin, not WordPress itself. Because of that an #1 above, I always recommend keeping plugins at an absolute minimum.

Megan is absolutely correct, there is a lot of PHP in the themes. Some basic PHP knowledge is helpful, and I've found that advanced PHP knowledge will let you do some pretty cool things.

What do you need it to do? If it's not a blog, then you're right, Wordpress might not be the best choice. It completely depends on what your site needs. I do a lot of work with Drupal, but I wouldn't necessarily recommend it for every site.

As a sidenote, I've been doing a bit of Wordpress customization for a client lately, and I can't believe the amount of PHP used in the templating system. I can't believe it's so popular, to be honest.
