DIV's allow for various control over boxed areas, which provides for many layouts and website designs.
And there are various elements used in CSS to control the size (width and height), positioning around other elements, on-page positioning, borders, backgrounds, and so on.

Problem is, helping you in general here would be a lengthy tutorial really. If you have a specific question or a specific design in mind we can help directly with that. Otherwise the best thing to do is read a few tutorials regarding DIV's.
