You can just add this code in your source code with a apt url you wish to link.

usually they provide copy&paste code for the link

if you need to do it, it would look like

<a href="http://urloftheirwebsite">Your text to link...</a>

I am not sure how the GeoCities Page Builder inserts links, but you may have a tool like here, the last icon on the right creates links

there are lots of other good tutorials at W3Schools so you can become a better web page creator!
