&lt;p&gt;it is fine for most pages but I have a Drupal modules page with about 200 modules that would time out on the script execution time of 360 so I increasedthat to 720 - at least the page displays&lt;/p&gt;
&lt;p&gt;&lt;code&gt;max_execution_time 720&lt;/code&gt;&lt;/p&gt;
&lt;p&gt;it appears to be a memory or threading issue with Windows, sometimes the pages load quick, sometimes slow - generally slower than an online server.&lt;/p&gt;
