I work with Rackspace through a client ( http://ratemybutt.com and related sites ) and their service and support are excellent. I do not like using a Plesk CP, but I think they allow selection of Cpanel too.

I am also reselling hosting for an excellent company with data centers in California and the UK - {affiliate link removed}
