I agree with Megan, a frameset can be a real problem.

I recently worked on a brochure page that the designer built out of 4 separate frames (for some kind of reason only known to the designer).

Then I was asked to SEO optimize the page. Meta tags on each frame and the frameset, image alts etc.

Initially, Google bots only indexed the one frame with text - so I had to add a script to load the parent frameset.

I would avoid frames - with the exception of iframes, which are a different beast altogether.

Front Page, Dreamweaver and other old-school editors generate a lot of bulky code, endlessly nested tables etc. Try an up to date WYSIWYG editor like CoffeeCup

Sorry I can't help you with this particular problem (I don't have Front Page - you might have trouble finding someone around here who does!).

Frames really aren't a good approach for websites these days. Search engines have a lot of trouble crawling them so it's best to avoid them unless there's a really good reason not to.

It would help if you post a link to what we have so far so we can see what's going on.
