It sounds to me that you are crossing on a fine line.

If you have the owner information hidden then it is believed that no person without authority would not be able to access such details but i also believe that private instigators, police, govenment and military would be able to access the information.

Private registration should mean exactly that otherwise there is no point in paying the extra to purchase it.
