What exactly are you needing the IP address for? If it is for your own home/office connection, check with your ISP. Most offer a dedicated IP or banks of them (of course, usually not for free).

If you are wanting a dedicated IP address for your site hosted somewhere, Pair Networks (www.pair.com) for the majority of their accounts gives you a dedicated IP address with each domain name.
