&lt;p&gt;That URL you listed is for anonymous surfing.&lt;br /&gt;
Basically, when you go to a website you send a load of information, this includes your ip address among other things.&lt;/p&gt;
&lt;p&gt;Anonymous surfing with the methods they provide basically uses a proxy server.&lt;br /&gt;
An anonymous proxy server gets the details from another site, the web page etc, and brings them back to the proxy server to display them for you to view without sending any of your details.&lt;br /&gt;
Rather than you actually connecting to the other site yourself. This avoids you sending the details you pass along to other websites, so they don&#039;t know who you are, where you came from or what your IP address is etc.&lt;/p&gt;
&lt;p&gt;It is of course only genuinely anonymous if the proxy server doesn&#039;t store any usage logs for your activity.&lt;br /&gt;
Otherwise the anonymous part is anonymous as far as 3rd party server activity, but with the proxy if they collect your activity then it&#039;s not 100% anonymous imo&lt;/p&gt;

&lt;p&gt;I don&#039;t know anything about downloading proxy software for free, but you can get a free proxy account from multiple services available in the Internet, but in this case your IP address won&#039;t be fixed I think. So getting a fixed proxy account for a buck or so seems to be a better deal.&lt;br /&gt;
pps.nntime.com and hqhost.net offer this in their deals.&lt;/p&gt;
