Now this seems a great package but I am worried that if my site starts getting a lot more traffic than it does now would I get charged for more bandwidth or is 40users was on my site 24-7 would that keep within the bandwidth

I guess that video streaming solutions are offered by lots of hosts today, or Flash Media Streaming Server is probably what will work out best for you, which you can place on a high end server and either rent from a provider that has good bandwidth and can offer a high port speed or go and buy your own server and colocate it.

I think that if you want your project to be safe I'd say that you need dedicated server. That is the most safe web hosting solution. Agree with Solommon - Globaltap.com (as dedicated server provider) is an option for you.
But if you have your own server - colocate it and it would be even much more better then dedicated
