Why don't hosts put coupons on their sites?

Because coupons are a marketing tool. Hosts put them on other sites (such as forums etc.) to get people to visit their hosting site and hopefully buy their product.

Hosts putting coupons on their own sites would be like this forum putting up advertising for this forum. It doesn't make much sense.
