Well it sounds like you want a CMS with multi-site support. Many of them can do roughly what you want, although I doubt you'll find one that will match your needs exactly.

For what it's worth, here's a link to Drupal, it has template and multi-site support out of the box. You can setup multiple sub-domains with their own settings, using a common theme, with a common set of add-on modules. Then each of the sub-domains could be given their own logo, business/user name in the header.

If Drupal can't do what you want, you can customise it. There are also a large number of community contributed modules that go with it.
