It does have crimped edges on the prongs for keeping it on, so I think you're right.

Where are most of the Dell computers made? India? China? If it's out of country, it could have been done out of ignorance or cost.

If it was done here, I would put it more to cost than ignorance. Perhaps ignorance of the individual, but not the warehouse.

Or maybe this was just a one-time mistake?
