I can't think of a CMS that is built to do what you want, although I know Drupal could be customised to do it. You could begin with the <a href="http://drupal.org/project/lovehate" class="bb-url">Loves and Hates</a> module, it would need to be changed so that instead of working on taxonomy terms it would work on users though.</p> <p>The only other CMS I can think of that comes close to what you need is: <a href="http://mugshot.org/main" class="bb-url">Mugshot</a>.
