I can&#039;t think of a CMS that is built to do what you want, although I know Drupal could be customised to do it. You could begin with the &lt;a href=&quot;http://drupal.org/project/lovehate&quot; class=&quot;bb-url&quot;&gt;Loves and Hates&lt;/a&gt; module, it would need to be changed so that instead of working on taxonomy terms it would work on users though.&lt;/p&gt;
&lt;p&gt;The only other CMS I can think of that comes close to what you need is: &lt;a href=&quot;http://mugshot.org/main&quot; class=&quot;bb-url&quot;&gt;Mugshot&lt;/a&gt;. The development pages with source code and instructions are &lt;a href=&quot;http://developer.mugshot.org/&quot; class=&quot;bb-url&quot;&gt;here&lt;/a&gt; (although it&#039;s not easy to setup).&lt;/p&gt;
