the picture part is the hardest part IMO.
you may want to hire someone on rentacoder.com or something.
Everything else is relatively easy.
Would recommend php/SQL database

Sorry i was in a slight rush while typeing. I have a web server with mysql databse allready installed as well as php support and i am looking for a software web app or just plain software app that makes createing an online catalog alot more easyer then making each individual page, etc. It will be a catalog of sorts, not really sure full of what yet, but it will allow users to search for specific things within it or sort out other stuff, it will allow users to add entrys to the catalog (with admin approval) and also allow all users to make comments on each entry in the catalog. Each entry in the catalog must have a picture next to it to make browseing the catalog easyer.

Your title is a bit deceiving, it would appear to me atleast that you are looking for a Database, MySQL, SQL Express or something. But I really think you are looking for some software. If you really are looking for Software some more information is needed. What is the main purpose of your site? Are users going to be posting content or just comments? Is it an Dating Site? Auction Site? The information provided is pretty vague. Please provide some more information.
