It depends on the nature of the community and the standards you set up for it. If you want it to be clean and "nice" then you might have a lot of work in keeping out the spam and profanity and porn and all that. If you don't care then you might be able to spend less time. Even so, there will always be people with tech support problems and that sort of thing. </p> <p>I'd guess maybe 1 hour/1000 users, possibly more.
