There's another way you can help solve Andy's problem. For software that you would have the right to redistribute (like free software), chances are a mirror site already keeps a copy. Sometimes these locations are mentioned on the software site's download page, often not. If you could track down and post alternate download links from mirrors, that might help.

If there are no mirrored copies of a freely redistributable program, I think you may be able to recommend or submit it to a mirror yourself.

I would recommend caching the downloads - nothing annoys me more than trying to locate a script and find one that I really like the sound of only to find that the developer has deleted the file or changed the URL!
