    <description> &lt;p&gt;learning html and css are very easy you just have to take the time to do it...... in all honesty you can learn to make a form in under a day using html and css.... like neutron2k said though handling the information is a bit different but still not hard to tackle especially if you&#039;re just wanting a basic form done there are several form handlers in php (the only langauge I use so can&#039;t vouch for the others) that are for free and easily adapted.     <description> &lt;p&gt;For contact forms, you will need to learn more than just HTML and CSS.  You will need to learn a server side scripting language such as ASP, PHP, PERL or .NET in order to send emails.&lt;/p&gt;
&lt;p&gt;You will also need to ensure that your web server supports the chosen server language.  Windows Hosting is for ASP and .net, where as Apache/Linux hosting is for PHP.&lt;/p&gt;
