Where on the page is this graphic to be placed? Is the layout fixed width or fluid? Why are the links in a table? (I'm assuming that you're using a table for layout here, not because it's an actual table). Did you try putting the image in as a background on the table? What is the background image? And do the links need to line up exactly or is there room for a few pixels variation?</p> <p>What I would do is start with a div with the graphic as a background. Set the height and width of the div to the size of the graphic and set it to no-repeat. Then mark up the links as a list inside the div.
