In the US, messing with the copyright protection is definitely illegal.

Abroad, it´s another matter (someone filed a lawsuit in France against a film company, because she couldn´t copy a copright-protected DVD for her mother and surprisingly won).

Is the DVD protected by Regional Encoding or CSS? If you break either of these then you're probably breaking the law.

This would have come under fair use, but thanks to MPAA lobbying these rights have been removed. Not just in the US, but Europe too.

Basically it's legal to make copies for personal use, but not use any tools that circumvent Region Encoding/CSS. Effectively making it impossible to make copies for personal use.

I think that falls under Fair Use laws but I'm no lawyer (yet), so I can't really help you. Fair Use basically means that as long as you own the DVD then you are entitled to make a back up copy for personal use. It's the same thing with Music CD's.

Fair Use falls under the pretense that you might misplace your DVD or you don't want to scratch up the original so you go ahead and make copies of it to avoid that.

There's tons of programs that can help you rip DVD's. http://www.afterdawn.com, for example.
