    <description> &lt;p&gt;The best solution is almost certainly to just have a database and a few password protected forms.  My day job is developing systems like this.  Some are massively complex, but the basics are really easy to set-up.  The biggest advantage is that each system fits the application perfectly and can be changed as the needs of the application change.  I generally find it&#039;s faster than customising a pre-made CMS as well.&lt;/p&gt;
