Drupal Settings wrote: Filtered HTML
Allowed HTML tags:

Lines and paragraphs break automatically.

I copied and pasted that from the Drupal article settings page. Is it what you're looking for? You can also enable PHP Code and Full HTML for your users, although both these options might give them a little too much power. :)

If this looks good, grab a copy of Drupal (Open Source, naturally): http://www.drupal.org

Hope this helps!
