It was probably coded by the person who wrote the site, there is no dirt simple way to do this, although a package like Dreamweaver will make it easier.
The actual technologies used were PHP/MySQL, I can tell that by looking at the makers web site: http://www.freshwebdesign.com/profile/employment.php I'd personally recommend using that software too.

PHP is available at: http://www.php.net
MySQL is available at: http://www.mysql.com
If you're going to use these you'll need a web server too: http://www.apache.org

Although the easiest way to get hold of any of these technologies is to get a host that uses them. I'd strongly advise against the Windows platform here too as PHP, MySQL and Apache are all developed - and work best - under Linux.

I actualy meant you know the staff section, where you can search for users, bit like indexing, If you click on A it shows all users with A and so on.

Illustrator and photoshop would be my choice. Id make the navigation in Illustrator then put everything together in photoshop.
