i guess this is a bigger problem than the first . ive only learned html and nothing more. i havent really ventured off . i just came back from a 6 year computer break . so many new things etc. but im still very computer literate. any help would be greatly appreciated

Sliced is the usual term for that. It will be hard to find something already done with the terms that you want to use. You can do something similar with basic effects using plain xHTML and CSS - see my site for an example.

i know in photoshop you can creat your own menu bar but for it to work with mouse over and links etc.. it needs to be chopped . i wish i had a link to do so . money is kinda tight right now too wont be able to hire anyone

What do you mean "already chopped"? Can you link to an example of what you're looking for?
