there are lots of forum things to choose from but you may want to give www.phpbb.com a go. You need mysql and php. Try www.bobos.ca (when it's working again)

as for the web host thing - i'm not sure but I did see this one while just browsing: You ~~may~~ need to pay to make commercial use - but assuming you know php, you could write a similar site based on or around it:
