As for a program to use, I have been using Audacity for about a month or so now, and for free, I'm just amazed at the features! You can get it at http://audacity.sourceforge.net/

With this you can import your wav file into a project then export it back out as a MP3 file. Under FILE->PREF's there is a tab to set the compression rate for MP3. For streaming audio (just create a .M3U file with the URL to the MP3 and link to (or possibly embed) this), I use 32 for "broadband" and "16" for dialup users.

Keep in mind though with the settings I am using, this is for church services, so it is text only, you may have to try different settings for music.

What were you using to convert it to mp3? Check the settings and make sure the sample rate isn't getting messed up.

Another option is to wrap it in Flash. You could also look for site plugins that would do this - I've seen ads for services that allow you to create an audio introduction for your site (I think).
