    <description> &lt;p&gt;That is achieved with  a fixed background in your css..this goes in your body declarations in your stylesheet:&lt;/p&gt;
&lt;p&gt;background-image: url(&quot;imagename.jpg&quot;);&lt;br /&gt;
background-position:top right;&lt;br /&gt;
background-repeat: no-repeat;&lt;br /&gt;
background-attachment: fixed;    &lt;/p&gt;
&lt;p&gt;just change the position to where you want it.&lt;/p&gt;
