Tesk scheduler could do it, just set it to go to a php script 15 minutes, or run a DOS command.

Again, what database and language are you using, what server OS? There are valid questions to narrow down suggestions for you.

For something that simple, it would just be easier to write your own script. If you are using a linux/bsd box, you would initiate a cron job to run the script every 15 minutes. On Windows, I know there is something similar, but not sure what it is.

these are e-mails to Nominet to check for availability of domain names which are possibly becoming available to register. All that is required is a simple way to schedule pre-composed e-mails.
