One way is to think of it as a book, the book has an contents page where it lists chapters and sometimes sub chapters - these are your web pages.
Ideally people should be able to get to any page on your site within 3 clicks (links), but depending on the size of the site there really isn't much excuse for not being able to get there from one.

This forum has a pretty good navigation, from every page the main links are accessible (top links), with minor links at bottom. When viewing a thread or post there is a bread trail navigation trail for quick return to main, sub or sub sub section (I just made sub sub up )

Make 5 web pages, place a navigation bar (links) on all of them so you can click any number from any page - bingo you can do get navigation
good luck

practice is the key
