Personaly I like ASP. PhP seems to be a language for personal web sites. But then again It is a self contained language. ASP is a little harder, and not many hosting companys support it. Remimber though, it is always a option.
OR! you can go rebel style and learn something like Perl. I spent 2 months on perl and bacicly masterd everything this bood tought me. Perl is simple and fast but a pain to configure and not that flexable.

You will need some sort of server side language, PHP is good.

take a look at hotscripts.com you should be able to find a script ready to use, no use reinventing the wheel
The main thing you want is a check on all pages the person is logged in, usually done with cookies.
Don't use anything Javascript based because if the person has Javascript disabled they can see the restricted stuff.
