Hmmm, i've got just the script your looking for.

I had it made about two months ago and i own it.
If you wanted, then we could come to a price and i'd sell it to you, but would be keeping the re-sale rights myself.

What it does is give your members the choice of 4 message boards. You can remove some of these message boards if you want. It's in the admin part of the script. You can also run adverts on any of the message boards you like.
You have an admin panel and your members also get a small admin panel.
Your members will end up with the message board they choose and will have full admin rights on the board they choose.

Well, there is phpbb, but just make sure you get a patched version, as their is a hole in it. the site http://www.phpbbhost.org/ used to host multiple forums for people, but I guess they shut down.

There's the older CGI based YaBB http://www.yabbforum.com/

and there are lots of other forum softwares out there, just a matter of how much control do you want, and do you want to let them have. As well if you want to go with a textfile DB or a MySQL/Postgre/etc DB
